Paws and Passports: Everything You Need to Know About Moving Pets to Dubai

Packing up your life and moving to another region is a life-altering decision. And for many, the move is not complete until their pet joins them. However, if you wish to relocate pets to the United Arab Emirates (UAE), it is more complex than purchasing a plane ticket and getting an airline-approved pet carrier. In the UAE, the Ministry of Climate Change and Environment (MOCCAE) has strict policies to prevent the introduction of rabies into the UAE. The UAE has the strictest biosecurity policies. Every pet is also subject to multiple entry requirements. These policies include the microchip and rabies vaccination as well as a separate confirmed manifest cargo document. Understanding these requirements is critical to a pet’s successful entry into the UAE. 

Navigating the UAE Import Framework

To get your pet to the UAE, there are a lot of things that need to be done in a very specific order and in a very specific time frame. The requirements set by the UAE are not just health related; they also have to do with the laws. The UAE has a risk categorization system for countries, and the location you are coming from determines if your pet will need a Rabies Antibody Titer Test (RNATT) or just a vaccination record.

  • Microchip and Vaccine Sequence: A common mistake is made during the first visit to the veterinary office. The UAE only accepts the microchip of the office’s choice (most microchips are ISO compliant). The microchips contain a 15-digit number that is unique to your pet. The rabies vaccination must be given after the microchip implantation, not before. If it’s given before the microchip implantation, the UAE will delay the 21-day countdown to your pet’s rabies vaccination and start the countdown once the chip is implanted.
  • MOCCAE Import Permit: Import documents precede every animal. This document is valid for 30 days and requires an electronic upload of the pet’s vaccination records and your residency documents. No airline will allow your pet to board without this document because it is the animal’s “visa.”
  • Breeds Restriction and Compliance: Before moving to the UAE, a list of the breeds restricted for importation in the UAE has to be checked. A few of the banned breeds are pit bulls, Japanese Tosas, and mastiffs. Furthermore, if you are moving to a flat, then you must check if your building has a dog policy because a lot of apartment complexes in Dubai have strict size and/or breed rules.

Given the level of risk and the possibility of administrative problems, many expatriates opt to work with pet relocation companies in Dubai. These agencies offer a complete service and take care of the “Manifest Cargo” logistics, which is the only way, legally, to bring pets into the country. In the UAE, pets cannot come in as excess baggage. They have to be transported as cargo and have their own air waybill. This means they are transported straight from the plane to a climate-controlled inspection area at the airport. A professional agency communicates with the airline’s ground handlers to guarantee that during the hot summer months, your pet is not left on the tarmac but is instead placed into a refrigerated “cool dolly” right after landing.

Aside from physically moving the animal, these companies also take care of the “last mile” of the journey. This involves the final vet check at the cargo terminal, the payment of release fees (around AED 500 for dogs and AED 250 for cats), and the delivery of the pet to your new place. Finalizing Your Pet’s Move to the Emirates

The pet’s relocation journey to the Emirates is concluded after the plane has landed and the inspection is over. It is mandatory to register the pet with the local authorities within 30 days of arrival in the UAE. When your pet is registered with the veterinary system of the municipality, he or she is issued a local ID tag, which is required. With the establishment of the aforementioned pet-friendly communities, Dubai has become a significantly more pet-friendly city. In Dubai Hills, Arabian Ranches, and JLT, dog owners have access to pet-friendly parks and walking trails.
